This design serves two purposes at once: the dark lower panel hides dirt, grease, and soiling far better than solid fluorescent fabric in areas that get the most contact with equipment and ground-level work, while the high-contrast color blocking itself improves daytime conspicuity beyond what a solid-color vest provides — the human eye picks up sharp color transitions more readily than a uniform color field.
