Demand for domestically manufactured PPE has grown substantially, driven both by supply chain resilience concerns and by federal procurement requirements that increasingly mandate domestic sourcing for government-funded projects. "Made in USA" means different things in different contexts — an important distinction for buyers, especially government contractors:
- FTC consumer labeling standard: for general consumer marketing claims, the Federal Trade Commission requires a product to be "all or virtually all" made in the United States, with little to no foreign content, in order to be labeled "Made in USA."
- Buy American Act (BAA) / Build America, Buy America Act (BABA): for federal government procurement and federally funded infrastructure projects, a different, percentage-based component cost test applies. Under the Federal Acquisition Regulation (FAR), products are generally considered domestic if manufactured in the US with at least 65% of component costs from domestic sources. Under BABA, applicable to federally funded infrastructure, manufactured products must have final assembly in the US, with an increasing domestic component cost threshold (55% under a proposed FHWA rule, with October 2026 as a key compliance date for highway and bridge projects).
These two standards are not interchangeable — a product assembled in the US from significant imported components might satisfy looser interpretations but fail the formal percentage-based federal procurement tests. Federal contractors and agencies purchasing PPE for government-funded projects should verify domestic content against the specific standard that applies to their contract (FAR Buy American or BABA), not assume that "Made in USA" marketing language alone satisfies compliance requirements.
