Yes — in any task environment governed by an arc flash hazard analysis under NFPA 70E or CSA Z462, every item of clothing covering exposed skin — including face coverings and neck gaiters — must be FR rated. A standard polyester or poly/cotton gaiter or balaclava will melt or ignite in an arc flash event and can bond to the skin, compounding burn injuries significantly. The neck area is exposed skin and is subject to the same FR requirement as FR shirts, pants, and gloves. CAT (Category) levels under NFPA 70E correspond to the minimum arc rating (in cal/cm²) required for PPE worn during a specific task's incident energy exposure. Not automatically — hi-vis color and FR rating are independent properties. The Radians hi-vis orange non-FR gaiter (RAD-NGOBE) is hi-vis orange but is not FR rated. The DragonWear Pro Dry® 3131XX-7499 is inherently FR and arc-rated and also happens to be hi-vis yellow — this dual certification is the exception, not the rule. Always check the product's FR Certified filter value rather than assuming that a fluorescent-colored gaiter is also arc-rated. Workers needing both visibility and FR neck coverage should specifically filter for products carrying both a hi-vis color and an NFPA 70E certification.
